RULES AND REGULATIONS FOR BOYS AND GIRLS BOWLING
Updated
for the 2010-2011 Season
1. SPORT SPECIFIC INFORMATION
1.1. Season Start Date - August 20, 2010
1.2. Season End Date - November 30, 2010.
1.3. Date that all make-up games must be completed - November 8, 2010
1.4. Maximum number of games, exclusive of playoff - 16
1.5. Minimum number of players required to start a game - eight (8) eligible
student-athletes present
1.6. Times of games-
1.6.1. Games will start promptly at 4:00 PM. (If both teams agree, the
starting time can be 3:30 PM) unless a change in time is mutually agreed upon by
the schools, and is included in the official league schedules, as posted on
www.psal.org.
16.2. A forfeit will be declared if a team does not show up within 30 minutes
of game time.
1.7. All teams are required to complete their league schedules, and all games
must be completed by November 8, 2010.
1.8. Games that are not played by November 8, 2010 will be counted as
forfeits for both teams involved.
2. TRYOUTS & PRACTICE
2.1. Schools must have 5 days of practice prior to the first interschool
contest (scrimmage or game) and each individual must have at least 2
practices.
2.2. Approved tryout dates for all students are September 8-September 21,
2010 and May 10-May 28, 2010
2.3. A school may not conduct organized practices prior to August 20,
2010.
3. TEAM ROSTERS
3.1. All coaches must electronically submit a Team Roster to www.psal.org
prior to the first scheduled contest (game, meet, and match) of the season
(league or non-league).
3.2. No PSAL team is permitted to compete unless an approved team roster is
posted on the website.
3.3. Failure to submit a roster will result in a forfeit for each contest
played.
3.4. Minimum number of players required to start a game is eight (8).
3.5 No players may be added to your team after October 22, 2010.
4. CHANGES IN SCHEDULE
4.1. The PSAL office will issue official schedules for each sport.
4.2. Coaches have an opportunity to request adjustments or corrections to
dates, times, and locations.
4.3. Any changes in the schedule must be made between September 8
-September30, 2010. After the closing date, only emergencies will be
considered.
4.4. The procedure for making any changes is to contact your commissioner -
Gkastin@schools.nyc.gov or Akastin@schools.nyc.gov with your date requests.
4.5. The original game number, new date, time and location must be
included.
4.6. All parties involved must be in total agreement, so please contact the
opposing coach and agree on a new date before making your request.
4.7. Everyone must be aware that lane availability is a major concern when
rescheduling a contest. Your requests will be carefully reviewed and if possible
the change will be made. Check with your bowling center to make sure that there
are lanes available for your match.
4.8. AFTER DATE ONLY EMERGENCY REQUESTS WILL BE CONSIDERED BY THE
COMMISSIONER OR SPORTS COORDINATOR.
4.9. NO CHANGE IS OFFICIAL UNTIL IT HAS BEEN CHANGED ON THE SCHOOLS SCHEDULE
POSTED ON THE PSAL WEBSITE.
5. CANCELLATIONS INDOOR SPORTS-ONLY
5.1.1. All games will be played as scheduled unless cancelled by the PSAL.
Check www.PSAL.org after 1:00 PM on game day.
5.1.2. The teacher/coach of the home team must notify the Athletic Director
and the teacher/coach of the opposing tame and the commissioner of a
cancellation by 1:00 PM for regularly scheduled league games.
6. STUDENT- ATHLETES
6.1. Each student-athlete must have a signed parental consent form on file
for each sport before the first day of participation in that sport (tryouts,
practice) on that day.
7. TEACHER/COACHES
7.1. All coaches must attend one of the mandatory coaching clinics.
7.2. Failure to attend will result in a loss of 2 hours from your coaching
allocation.
7.3. Games cannot proceed unless both coaches are present and the required
AED unit is present. All coaches must bring their AED unit to all games,
practices and scrimmages.
7.4. If the AED unit is NOT present, a coach cannot practice, scrimmage, or
play a game.
7.5. If it is a game situation and neither team has an AED unit, the game
will be declared a forfeit and each coach will have 4 hours deducted from
his/her allocation.
7.6. Coaches must be present in the bowling center when his/her team is
practicing.
7.7. Each teacher/coach must actively supervise team members, until they are
safely away from the site of competition at "away" games.
7.8. Only a licensed teacher with current First Aid/CPR/ AED may substitute
for the assigned teacher coach.
8. VOLUNTEER ASSISTANT COACHES
8.1. Volunteer assistant coaches are to be off of the lanes during a game.
They may give pointers to assist the head coach and bowlers. They must be duly
authorized by the school Principal.
8.2. A letter of authorization from the Principal must be affixed to the
official scorebook, for inspection by officials and coaches. NO WRITTEN
AUTHORIZATION FROM THE PSAL IS REQUIRED.
8.3. If an assistant is to substitute at any time for the Head Coach, the
assistant must be in possession of a six digit Department of Education file
number and fully certified in First Aid/CPR/AED.
9. BOWLING CENTERS
9.1. All bowling centers must be approved by the Bowling Commissioner and the
PSAL, prior to its first usage.
9.2 Give your bowling center a copy of your home matches
9.3 Reserve the lanes for your home matches and practices
9.4 Schools that do not provide the above may forfeit their games.
10. EQUIPMENT
10.1.Sport Specific Equipment
10.2.Safety Equipment
10.2.1. AED Unit MUST be present at ALL practices, scrimmages and games
10.2.2. The PSAL recommends that all coaches travel with a team medical bag,
which include the following items:
10.2.2.1. band aids
10.2.2.2. skin patch
11. UNIFORMS
11.1.All players must be in appropriate school uniforms according to the
Bowling Rules and Regulations:
11.1.1. All student-athletes must be dressed in identical school uniforms in
order to bowl. The bowling uniform consists of an appropriate shirt which bears
the school's name or bowling logo. All team shirts must be of matching color,
style and print. Hats and other head coverings are not permitted to be worn. No
jewelry may be worn.
11.1.2. If student-athletes on a team are not properly uniformed at the start
of a match, the coach of the properly dressed team must call the commissioner
and a forfeit will be awarded to that team.
12. COMPETITIONS
12.1.Home Team
12.1.1. The first team named in the schedule is the home team.
12.1.2. A minimum of eight eligible student-athletes must be present at the
start of a match and eight (different) student-athletes must be used during the
first two games. A team with fewer than eight players will be assessed a
forfeit. During the third game of the match, any four student-athletes may
compete.
12.2. Teacher-coaches are to present their line-ups (A & B games) to each
other prior to the first game.
12.3. The best four bowlers must be used on the "A" Team.
12.4. The next four best bowlers must be used on the "B" Team. After the 2nd
match there shall not be more than a 5 pin difference from the 4th best bowler
on the "A" team and the # 1 bowler on the "B" team.
12.5. One (1) two-minute time out is permitted during each game. During the
time out, all play will stop.
12.6. All three games must be bowled during each match.
12.7. A minimum of five (5) minutes warm-up time (on neutral lanes, if
possible) is to be allotted for each team.
12.8. Only those bowlers starting on the "A" or "B" Teams, respectively may
warm-up in the lanes prior to their matches.
12.9. In the "C" match, only those bowlers who did not already bowl on the
"C" match lanes may make one (1) practice ball.
12.10. Each starting bowler is permitted to bowl two (2) balls or "shadow" on
each lane assigned to his/her foursome. These lanes may not be used earlier that
day as practice lanes for the specific bowlers assigned.
12.11. All "A" and "B" games should be bowled at the same time on adjacent
lanes.
12.12. The "C" must be bowled at all matches. The "C" game is bowled at the
conclusion of the "A" and "B" games.
12.13. The home team shall select the lanes for all games played, and also
have the option of selecting the left or right lane as their starting side.
12.14. Substitution
Bowlers may be substituted in accordance with the YABA
rules. Such substitution may not include any of the scheduled eight (8) bowlers
being used in games 1 and 2. When a substitution is made during a game, the
score of such game shall be credited to the starting bowler.
12.15 The substitute bowler can only enter at the end of a completed frame. A
sub cannot be brought in to make a spare.
12.16. A bowler once removed from a game cannot return to bowl in the same
game.
12.17. A player may be substituted from the bench at anytime in the
competition. Players may NOT be interchanged between "A" and "B" teams once the
line-up has been submitted.
12.18. Most alleys have foul detectors. Should the alley in use lack a foul
detector, or should it malfunction, coaches should request that the management
designate a neutral person to act as a foul judge.
12.19. The only people permitted in the designated bench are the teacher,
coach, and team members, only as listed on the official roster published on
www.psal.org
12.20. All other persons and spectators must be seated in the stands.
Other Rules
Fouls
A foul occurs when a part of the player's body
encroaches on or goes beyond the foul line and touches any part of the lane,
equipment or building during or after a delivery.
When a foul is recorded the
delivery counts, but the player is not credited with any pins knocked down by
that delivery
NOTE: The foul line is of infinite length including walls,
flooring, posts and ball returns.
Dead Ball
When a dead ball is called, the delivery does not count and the correct pins
must be respotted. The player is allowed to rebowl that delivery.
A ball shall be declared dead if, after a delivery, attention is immediately
called to the fact that one or more pins were missing from the setup.
If an individual bowls out of turn, does the delivery
count?
No, a dead ball would be declared and the correct bowler is then required to
continue play.
Bowling on Wrong Lane or out of turn
A dead ball shall be called and the player or players required to rebowl on
the correct lane when:
a. One player bowls on the wrong lane.
b. One player from each team on the
pair of lanes bowls on the wrong lane.
If more than one player on the same team bowls on the wrong lane in turn, all
deliveries stand as bowled.
Upon discovery, bowlers shall complete subsequent frames on the correct
lanes.
13. SCORING - REGULATION GAME
13.1. There are three (3) points in a match, scored (1) point for each game
won.
13.2.TIE GAMES
13.2.1. Game 1 and Game 2 will stand "as is" -- bowlers DO NOT bowl extra
frames. Award NO POINTS to either team for any ties in games 1 and 2. Bowl a
third game to determine the win. Any combination of players may be used for the
third game.
13.2.2. In the event of a tie at the end of three games, total pins for the
three games will constitute a winner.
13.2.3. If the tie is still unbroken, one additional frame for the third game
shall be bowled and shall be scored as the tenth frame.
13.2.4. If the tie is still unbroken, teams will alternate lanes for each
additional complete frame to break the tie.
13.3.DIVISIONAL TIE BREAKERS
13.4. Ties between two (2) teams will be decided as follows:
13.4.1. Head to Head competition - (matches won)
13.4.2. If tied at one match each, total pinfall (A & B games only) for
both regular season matches will determine the winner. (C-game will be included
if match went to deciding third game.)
13.4.3. If pinfall is tied, a special play-off match will be played under
regular season rules.
13.5. Division ties involving more than two (2) teams are to be resolved by
having all teams bowl at the same time with the total pinfall deciding the order
of finish. The match shall be played at a "Neutral House," mutually agreed upon
by coaches involved. Where agreement cannot be reached, the Commissioner shall
designate the establishment. Where necessary, a coin toss may be used to break
ties (with Commissioner's consent).
13.6. Special play-off date for divisional ties (if needed) is Friday,
November 8, 2010.
14. OFFICIAL RULE BOOK
The official rulebook for PSAL Bowling is the USBC Youth rulebook
15. BOX SCORES
15.1. Following each PSAL league contest, coaches are required to complete
and submit box scores, within 24 hours, to www.psal.org.
15.2 If a box score is not entered within 24 hours of the match, a forfeit
will be entered.
16. FORFEITS
16.1. FOUR (4) hours of pay will be deducted from the teacher/coach's
allocation for each forfeit on non-played PSAL League game.
16.2. A forfeit will be declared if a team does not show up within 30 minutes
of game time.
16.3. The starting time is 4PM. (If both teams agree, the starting time can
be 3:30PM if both teams agree).
16.4. A forfeit will be declared for any team having less than 8 players
suited up for a contest. All student-athletes must be in identical team
uniform.
16.5. All forfeits must be reported to the Sport's Commissioner and the
Assignor within 24 hours of the contest.
16.6. If a match is forfeited, it may be used as a practice. The team that
did not forfeit may bowl 12 practice games that will be paid by the PSAL.
16.7. Any match rescheduled and played without the commissioner's approval
may result in a double forfeit.
16.8. The box score for a forfeited contest will be entered by the
Commissioner.
16.9. Coaches may be subject to further disciplinary action, based up the
circumstances surrounding the forfeit.
17. Suspended Games
17.1. If a bowling match is suspended due to leagues coming on, lane
breakdowns etc. the match must be completed at the next available date for both
teams. The match will be resumed at the exact point of the stoppage. In these
circumstances, the commissioner must be called.
18. PROTESTS
18.1. Protests may only be made if a rule is alleged to have been applied
incorrectly, or not applied.
18.2. No protest of judgment calls may be entered.
18.3. Coach must verbally inform the lead official of the protest before play
commences or resumes.
18.4. If no official is present, the protesting coach must inform the other
coach of the protest before play commences or resumes.
18.5.The protesting coach must ensure that a written statement of protest
containing all pertinent information and citing the exact rule or rules, as
quoted from the PSAL or USBC Rule Book is signed by both the school's Athletic
Director and Principal and postmarked or faxed to the Commissioner within two
school days of the infraction.
18.6. No protest will be reviewed without the required signatures.
18.7. The Commissioner will render a formal decision within two school days
of receipt.
18.8. The protesting coach may appeal the Commissioner's decision by ensuring
that a written statement of appeal, containing all pertinent information, signed
by both the school's Athletic Director and Principal is postmarked or faxed to
the PSAL within two school days of receipt of the Commissioner's decision.
18.9. No appeal will be reviewed without the required signatures.
18.10. The PSAL will render a formal decision within two school days of
receipt.
18.11. The decision of the PSAL is final.
19. DEVELOPMENTAL TEAMS
19.1. A developmental team is a new team entering the league for the first
time, or so designated by the PSAL.
19.2. Upon completing their first season, teams will be reviewed by the PSAL
and have the option of petitioning the PSAL for "official" status.
19.3. Developmental teams must adhere to all of the rules governing PSAL
teams.
19.4. The team record does not count in the Division standings.
19.5. The PSAL will assign a schedule for each developmental team.
19.6. All practices are to be paid by the developmental team's school.
19.7 Identical team Uniforms MUST be worn by the athletes.
20. EJECTED STUDENT ATHLETES
20.1. The minimum penalty imposed upon a student-athlete ejected from a PSAL
league contest by an official will be a suspension from the next two scheduled
PSAL contests (including league, post-season, or special events).
20.2. The official will notify the Sports Commissioner immediately after the
contest.
20.3. The teacher/coach must post the student-athlete as INACTIVE on the PSAL
website.
20.4. The teacher/coach of the suspended student-athlete may appeal to the
PSAL prior to the subsequent contest.
20.5. The PSAL may impose further sanctions if there is evidence that such
sanctions are justified.
20.6. The PSAL will notify the teacher/coach of the decision prior to the
next scheduled league contest.
21. EJECTED TEACHER/COACHES
21.1. Any teacher/coach who is ejected from the contest must leave the
bowling center immediately.
21.2. If a certified replacement teacher/coach (Department of Education
licensed teacher with current First Aid, AED, and CPR certifications) is not
available, the ejected teacher/coach's team will forfeit the contest.
21.3. The Sports Commissioner will notify the PSAL of the ejection
immediately after the game.
21.4.The ejected teacher/coach will be suspended:
21.4.1. 1st Ejection during current season- One (1) game suspension for the
next scheduled league game(regular season or playoffs)
21.4.2. 2nd Ejection during current season-Two (2) games suspension and
subject to further disciplinary action by the Principal, Superintendent and or
the PSAL.
22. BRAWL RULE
22.1. In the event of an altercation, if teacher/coaches lose control of
their benches, and both benches clear to participate in the altercation-THAT
GAME WILL BE DECLARED A DOUBLE FORFEIT AND BOTH TEAMS WILL FORFEIT A MINIMUM OF
THE NEXT 2 SCHEDULED LEAGUE GAMES.
22.2. The PSAL Director may impose further sanctions if there is evidence
that such sanctions are warranted.
23. DROPPING TEAMS FROM ACTIVE STATUS
23.1. If a team forfeits 3 games, during the season, for not having the
minimum number of players available for a league contest, that teams schedule
will be cancelled for the remainder of the season.
23.2. The team's status
for the following season will be reviewed by the PSAL.
24. PLAYOFF CRITERIA
24.1.PLAYOFF TEAM SELECTION
24.1.1. All teams with a .500 record will be entered into the playoffs
24.2.TEAM PLAYOFFS
- All play-offs must be completed on the day designated.

- Round II - Tuesday, November 16, 2010
- Round III - Monday, November 22, 2010
- Quarter- Finals - Monday, November 22,2010
- Semi - Finals - Tuesday, November 23, 2010 at Maple Lanes
- Finals - Tuesday, Tuesday, November 30 at Maple Lanes
24.2.1. All rounds through the quarter-finals will be played at the home site
of the higher seed.
24.2.2. Winning coaches are responsible for posting results to www.psal.org
on the evening of competition. If a coach cannot post the results, they MUST
call the commissioner.
24.2.4. A student -athlete must have participated in at least 40% of their
team's matches to be eligible for team playoffs.
24.2.5. Both the winning and losing coaches MUST enter box scores for playoff
games
24.3.INDIVIDUAL CHAMPIONSHIPS
24.3.1. There will be Borough-Wide (Monday, November 15, 2010) and City-Wide
Individual Contests (Thursday, November 18, 2010) for the top bowlers in each
borough.
24.3.2. To be eligible for this competition a player must have at least a 160
(boys) or 120 (girls) average for the entire season. They must have played in at
least 40% of the scheduled PSAL matches.
24.3.3. If a school is unable to qualify players as stated above, a coach may
enter TWO (2) members of the school team to compete in the Individual
Championships. This allows a minimum of TWO (2) entries for each school. It is
the responsibility of each coach to have his/her school represented at this
event.
24.3.4. Coaches must post official entry form with the average for the
Individual Championships by Monday, November 8, 2010.
24.3.5 Bowlers bowling in the Borough Individuals should also be available to
bowl in the City Individuals if they advance to the City Individuals.
24.4. No players will be permitted to participate in the Borough-Wide or
City-Wide contest unless accompanied by the coach or duly authorized school
representative.
24.5. Bowling coaches will be assigned to conduct the Individual
Championships.
24.6. The top 10% of the number of bowlers entered in each borough
competition will qualify for the City Individual Championships.
24.7. Athletes bowling a 570 series (boys) or 450 series (girls) will be
considered for entry into the City Individual Championship.
24.8. Developmental team bowlers are eligible to bowl in their Borough
Individuals as long as they meet the requirements.

INDIVIDUAL CITY CHAMPIONSHIPS(Thursday, November 18,
2010)
Qualifiers from the Borough Championships will compete in the City
Individual Championships held at Maple Lanes.
Finals will be held
at Maple Lanes. All matches will begin at 3:30pm.
