PUBLIC SCHOOLS ATHLETIC LEAGUE
BOYS AND GIRLS HIGH SCHOOL BASKETBALL RULES AND REGULATIONS 2000-2001
I. ELIGIBILITY
- All schools must submit a Team Roster Form to the PSAL Basketball Coordinator and to the Basketball Commissioner prior to the first scheduled game of the season (league or non-league). Failure to do so will result in a forfeit.
- A student-athlete who is nineteen (19) years of age on or after July 1, 2000, may participate in PSAL basketball provided the student-athlete meets all PSAL eligibility requirements.
- Each school must present to the officials, prior to each game a Team Eligibility Certificate listing the eligible student-athletes. The Team Eligibility Certificate must be signed by either the Principal or the Athletic Director and mailed to the PSAL within 48 hours of the contest.
- PSAL Rule #15.19: "On days of normal school attendance, a student-athlete must be present in school and attend all assigned classes in order to participate in any team practice, scrimmage, league or non-league game, meet, contest or tryouts on that day. Exceptions to this rule may be granted by the school Principal upon presentation of evidence deemed acceptable for each absence."
- Each student-athlete must have a signed parental consent form on file for each sport before the first day of participation in that sport (tryouts, practice).
- Each student-athlete must have a current (within one calendar year) medical certificate on file before the first day of participation (tryouts, practices).
- All requested changes of dates or times must be filed in writing by both schools, signed by both Principals, and faxed to the PSAL for approval. Fax: (718) 243-9028.
- Basketball Season - October 23, 2000 through March 28, 2001.
- Total maximum number of games for the season - twenty-four (24) exclusive of playoffs. Teams may not play two (2) games in one day.
- Each school entering league competition must file a complete schedule with the PSAL Basketball Coordinator for approval not later than November 1, 2000. No game may be scheduled after the terminal date of the season, February 9, 2000.
- Games will start at 4:00 P.M. unless a change in time is mutually agreed upon by the schools.
- Home and Home Scheduling will prevail for the league competition except for the following:
Where there is cross-over scheduling.
Where this is no regulation court.
- Prior to each season the PSAL Basketball Coordinator and the Basketball Commissioner will evaluate the entries in Divisions "A" and "B" and make the appropriate changes.
- Arrangement for the playoffs will be made by the Basketball Commissioner and the PSAL Basketball Coordinator.
II. CRITERIA FOR TOURNAMENT SEEDING
- League record
- Non-league record
- League standing
- Comparative record against common schools' opponents
- Level of competition
- Personal observation
- Newspaper polls, etc.
III. FORFEITS

Four (4) hours of pay will be deducted from teacher/coaches for each forfeit or non-played PSAL League game.
IV. EMERGENCY POSTPONEMENTS
- In the event a game is cancelled, the HOME TEACHER/COACH must notify both officials, the PSAL Basketball Coordinator and the Basketball Commissioner immediately.
- The game must be played on the next available date for both teams.
- It may be possible that non-league games must be cancelled in order to make up league games.
- All games not completed by the terminal date will be recorded as a loss for both teams.
- Games may be played on consecutive dates.
- The HOME TEACHER/COACH must then contact the opposing teacher/coach and reschedule a new date within one week.
- The HOME TEACHER/COACH will offer the original officials the rescheduled game first.
- The HOME TEACHER/COACH must then notify the PSAL Basketball Commissioner and the PSAL office immediately with the rescheduled dates and whether either or both officials can work on the new date. Please do not call until you have all of the appropriate information.
- If the Chancellor cancels after-school activities, the above procedures are to be followed.
- Failure to follow these procedures may result in a forfeit.
V. UNOFFICIAL TEAMS
- An unofficial team is a new team entering the league for the first time, or so designated by the PSAL.
- The team record does not count in the Division standings.
- Officials will be paid by the home team through PSAL funding for the allotted number of games, unless the PSAL has notified the school otherwise.
- All schedules of league and non-league games must be submitted to the PSAL Basketball Coordinator and to the Basketball Commissioner prior to the first game. Failure to do so may result in a second year of unofficial status.
VI. SCORING/TIMEKEEPING
- The scores for all games are to be entered by the referee(s) on the Team Eligibility Certificate. The referee(s) must sign the certificate. Both teams must forward the signed Team Eligibility Certificates to the PSAL Basketball Coordinator.
- In all league games, the home team will assign the Official Timekeeper and the Official Scorer.
VII. TEACHER/COACHES
Each teacher/coach will actively supervise team members until they leave the building.
VIII. COURTS
- All courts must be approved by the Basketball Commissioner and/or the PSAL Basketball Coordinator prior to usage.
- Teams not using their school sites will designate the sites for home games and notify the Basketball Commissioner and the PSAL Basketball Coordinator in writing prior to November 1, 2000.
- All courts must have the following (which are the responsibility of the home team):
- Hand-held timer (for emergency use)
- Approved backboard padding.
- Three-point shot arc.
- A possession indicator.
- Official 30-second clock (girls varsity and JV)
- Any infractions of the above must be reported to the PSAL immediately.
- Schools which do not have the above mentioned items may forfeit the game.
IX. UNIFORMS
- Each school should have two (2) sets of uniforms
- Home team - light colors, with official size letters and numbers
- Visiting team - dark colors, with official size letters and numbers
X. JEWELRY RULE - No wearing of jewelry by a student-athlete is permitted. Umpires will ask student-athletes to remove jewelry. If he/she does not, then he/she will be ejected.
XI. HOME TEAM
The first team named on the schedule is the home team.
The home team must call both officials and the opposing school to confirm the game at least two (2) weeks prior to game date.
The home team must provide a safe and private dressing room for officials.

XII. BENCH AREA
- The only persons to be seated in the designated bench area are:
- The teacher/coach (Varsity and/or Junior Varsity)
- One (1) Assistant Teacher/Coach, authorized by principal and PSAL
- Student Managers
- Team Members - in uniforms, only
All assistant teacher/coaches must be certified (with current First Aid and CPR certificates) teachers with a file number.
All other persons are spectators and must be seated in the stands. Violation of this rule can result in a technical foul.
XIII. OFFICIALS
- All officials will be assigned by the PSAL Basketball Coordinator.
- In the event only one official appears, the game must be played.
- Please notify the PSAL Basketball Coordinator when an official is late or does not show.
- Only officials who have been approved by the PSAL, and whose names appear on the officials' roster may be hired for non-league (as well as league) games.

XIV. PROTESTS
� The correct procedures for filing protests must be followed. See PSAL ATHLETIC DIRECTOR'S HANDBOOK (PROTESTS), Pages 18-19, Rules 11.1-11.8.
� Protests will only be considered only if they involve the misapplication of a rule.
XV. PRACTICE CONSIDERATIONS/TRYOUTS
- Schools must have ten (10) days of practice prior to the first inter-school scrimmage.
- Approved tryout dates for new students (Freshmen and Sophomores) in school are:
Wednesday, September 27, 2000
Thursday, September 28, 2000
Friday, September 29, 2000
- A school may not conduct organized practices or tryouts prior to October 23, 2000.
- Practice games may not be scheduled before November 13, 2000.
- Teams and student athletes may not practice or play with an alumni, college or professional team (see Athletic Directors' Handbook, page 15, Rule 3.1).
XVI. EJECTED STUDENT-ATHLETES
- The minimum penalty imposed upon a student-athlete ejected from a PSAL league contest by an official will be a suspension from the next scheduled league contest. The official will notify the Commissioner immediately after the contest. The Commissioner may impose further sanctions if he/she has evidence that such sanctions are justified.
- The teacher/coach of the suspended student-athlete may appeal to the Commissioner.
- The Commissioner will notify the teacher/coach of the decision prior to the next scheduled league contest.
XVII. EJECTED TEACHER/COACHES
Any teacher/coach who is ejected from the contest must leave the playing area. If a certified replacement teacher/coach (Board of Education licensed teacher with current First Aid and CPR certifications) is not available, the ejected teacher/coach's team will forfeit the contest. The Commissioner will notify the PSAL Coordinator of the ejection immediately after the game.
XVIII. OFFICIAL RULES AND REGULATIONS
- PSAL and Official Basketball Rules of the National Federation of State High School Associations will be used for all boys games.
- PSAL and Official Basketball Rules of the NCAA for Girls and Women's Sports will be used for all girls games.
